Is there a way to get each value from a table then connect with it’s title by row in a table

I have a table manage list of items (Green row), and its quantity by using a table (like matrix). But in the end I want to combine it into one single string by each row, represent the quantity follow by item name. For example I want to get the solution like [TARGET ANSWER] column. Is there anyway to do it by formula ?

I have tried using CONCATENATE to connect the values and items, but it too long. And later on if I added new items I have to change the formula again.
